"Single Window" With The Port Sector Cooperation Research

Nowadays, the international trade develops rapidly, the global economic integration process speeds up ceaselessly, the demand of those countries for international trade security and cargoes clearance convenience becomes more and more urgent. In this regard, developed countries have established different types of "single window" for the port, so as to simplify customs clearance procedures of import and export trade, accelerate the information exchange between the government and the trade enterprises, coordinate the different government departments to utilize the regulatory resources effectively, reduce the cost of the government law enforcement and the cost of the import and export trade also.However, because of the uniqueness and the limitations of our country’s port management system, the development of the electronic port of our country is limited. The construction of the single window has not made substantial development, to some extent that has hindered the development of the international trade and the international logistics.To solve this problem, first of all, the author collates and summarize the different theoretical viewpoints from different research field, then he collates and contrasts and researches profoundly on the three kinds of theories, as specific as "seamless government theory","governmental process reengineering theory", and "electronic government theory", which are closely related to the single window construction, and concludes the main practices and experiences of the single window construction. At the same time, the author combines the actual situation of our country, analyses and expatiates on the present situation, difficulties, and opportunities of the port management and single window construction of our country, thus in comprehensive grasp of the single window construction macroscopically and microscopically.On the basis of the above, the author combines the reality of the Nansha Port, Guangzhou city, analyses the practical path to single window construction conducted by the customs and the quarantine department under the profoundly cooperation between the two departments, under the existing institutional framework. And he conceives the model for single window construction marked with "one time declaration, one time inspection and one time release". Finally he carries out his point of view, that is, the model of single window construction which is above mentioned has the realistic feasibility,maneuverability, and practical value under the existing port management system after the fully analysis and reasoning about the methods, the goal, the way to carry out, the comparative advantages, and the problems.
