Research On Vulnerability Of OHSMS In Enterprises

Occupational health and safety management(OHSMS) as a scientific, rational and comprehensive modern management framework has been used to manage and control occupational health and safety risks of enterprises. However, the improvement of occupational health and safety performance does not depend on OHSMS itself but depends on the effective operation of OHSMS. The major safety accidents recently occurred have illustrated the vulnerability of safety management system operation. Therefore, how to strengthen the process of safety management and improve comprehensive performance of safety management system have been the subject of national scholars, I argue.The studies over operational vulnerabilities of OHSMS were depend on vulnerability along with its relevant theories and site investigations.Firstly, based on the vulnerability as well as its relevant theories and the operational characteristics of OHSMS in enterprises, the connotation and evolution mechanism of vulnerability of OHSMS operation of enterprise were put forward. The monitor data of the performance of integrated management system were analyzed by several statistical methods such as correlation and regression analysis; and the results show that the daily safety management lack of dynamics and sustainability, what’s more, there was a significantly correlation between the performance of integrated management system operation and scoring percentage of several factors such as work safety management,equipment safety management, hazard control.Secondly, by combination and integration of analysis results from monitor data in the performance of integrated management system operation, and from the perspective of process control, continuous improvement, and management optimization, three-level evaluation system in the enterprise vulnerability of OHSMS operation was established by some methods, such as site investigation, questionnaire survey and expert consulting.Besides, Analytic Network Process was used to determine the weights of evaluation index,and the Matter-Element Extension method was used to evaluate the vulnerability of OHSMS operation of enterprise. To make a typical example, the model was also applied and evaluated to the OHSMS operation in B gas group.Finally, based on the above findings and the combination of operating characteristics and the status of internal audit and external audit in B gas group, several measures to reduce vulnerability of OHSMS operation were recommended from someperspectives,such as innovating safety management tools, enhancing hazard monitoring,regulating safe operation of equipment and facilities, and strengthening process management of safety training and education.
