Study On Land Use Efficiency Change In Dehong State Based On Two National Land Survey

With the further implementation of the western development strategy, south west corridor construction accelerated, and the development of economy of the s outhwest has been vigorously promoted, Dehong economic development is also f acing great challenges, the economic development activities are continuous expan ded, Dehong Prefecture of the land use by the parties to the variety of natural,social and economic factors appear constantly new problems. Land use of Deh ong affected by a variety of natural, social and economic factors appears consta ntly new problems. With the development of society and economy, the social, e conomic, and social production benefits are in constant change, in order to adap t to the new situation of economic development, first of all to the land use effi ciency is in-depth and detailed understanding, so the land use efficiency evaluati on is very important. In this paper, combined with the results of the second nat ional land survey and land survey for the first time, on based of analyzing Deh ong district land use structural change, to analyze Dehong state land use efficie ncy evaluation and it’s change, the research results can be for the scientific esta blishment of Dehong and the county and city land use overall planning, to impr ove the statewide land use comprehensive benefits, and provide the basis for pr omoting Dehong and the southwest border areas of land sustainable use.The paper selects Dehong as the object of study, evaluates the land utilizati on of Dehong econo mic, ecological and social benefits based on national land s urvey of 1996 and 2013, makes recommendations for the efficient use of land. Combing the actual situation land utilization of Dehong, the paper takes countie s of Dehong as the evaluation units, sc ientifically selecting fifteen indicators to build Dehong land utilization benefit evaluation index system. In the process of using the comprehensive index of benefit Delphy method, MATLAB model, AH P and comprehensive evaluation of empowerment, Dehong in 1996 and 2013 land use ecological, economic, social and comprehensive benefits are analyzed. Th e research results show that:(1) The land use structure comparison in Dehong 2013 and 1996 shows th at: in this 17 years in Dehong Prefecture, cultivated acreage declined, there are grim situation in the protection of cultivated land; and Dehong is in the acceler ating industrialization and urbanization development stage, construction land area has climbed steeply,the transportation and urban village and industrial land ha ve increased significantly; overall, agricultural land occupied is more serious, the land use structure needs to be adjusted.(2) Land use efficiency evaluation results showed that from an overall point of view, the comprehensive land use efficiency of 17 years the Dehong state i ndex increased by 0.2809, increased significantly. Among them, the economic be nefits increased by 0.1816, the increase was obvious, the increase of ecological benefit was flat, and the increase of the social benefit was 0.0112, and the incr ease of the social benefit was 0.0881.(3)From the county scale analysis, subordinate 5 counties of Dehong in theland use comprehensive benefits were improved, b ut there are big differences i n the the change trend of the economic, soc ial, ecological benefits. Comprehensi ve benefit index values increased the most obvious is the Lianghe County, incre ased by 0.1347; the least increasing amplitude is Longchuan, increased by 0.0198. The most increasing amplitude of economic benefits is the Mangshi, increased by 0.0482. The Yingjiang and the Lianghe increased less than Mangshi. The m ost increasing amplitude of ecological benefits is the Lianghe, increased by 0.0194. The most decling amplitude of ecological benefits is the Longchuan, decline d by 0.0454. The most increasing amplitude of social benefits is the Yingjiang, increased by 0.0890. The least increasing amplitude of social benefits is the Lon gchuan, increased by 0.0292.(4)A lot of problems still exist in the present land utilization in D ehong. C onstruction land occupation of cultivated land is serious in the dam area; Reserve resources of cultivated land are not so much; the intensivism of land use is l ow; the extensive use and waste is significantly; construction land demand contr adiction with the policy effect will be more obvious.(5) Some suggestions are proposed on improving land efficiently use: Pay a ttention to the protection of cultivated land and basic farmland quality strictly; p romoting the building up the hill to implement with the road of urbanization wi th mountain dam; promoting the intensive use of land and adjusting the land us e structure; defending the precious forest resources, and focusing on the ecologi cal condition construction,build ecological Dehong; promoting the coordinated de velopment of various counties by land use suited one’s measures to local conditi ons; improving land management level and various means.
