Study On The Impact Of Farmland Arrangement On Farmers' Welfare In Mengsong Project Area Of ​​Xishuangbanna Prefecture

Improving the efficiency of agriculture production, food security and increasing rural households’ welfare is the important goal of farmland consolidation. The rural households as the land owner and users, whose basic characteristics and farmland consolidation policy’s cognitions affects the land use efficiency. Therefore, the analysis of farmland consolidation project performance from the perspective of rural households reflects the effect of farmland more clearly, and finding the farmland consolidation performance and the factors that influence the effect of farmland consolidation project has both theoretical and practical significance.This paper states to Xishuangbanna Mengsong farmland renovation project as the study area, in order to Sen capability theory as the instruction, constructs the farmland consolidation around household welfare evaluation index system based on the dates of households’ questionnaire survey, using fuzzy comprehensive evaluation method to measure the farmers welfare changes before and after farmland consolidation, then through the stepwise regression method and path principle analysis to explore the different effect of related variables on the famers’ welfare, in-depth to investigate the variables on the welfare of farmers with direct and indirect effects, and put forward to suggestion for the minority border areas land consolidation. The main conclusions are as follows:(1) Due to lack of the farmers’ policy-cognitive level and project’s publicity of farmland consolidation projects, lowing participation and satisfaction for land consolidation, unreasonable design farmland consolidation project, it shows that 53.19% farmers said the farmland consolidation project is not satisfied.(2) Mengsong farmland consolidation project carried out to improve the welfare of farmers’ leisure, but the overall welfare decline. Farmers leisure benefits increase by 0.361 to 0.663 before the consolidation, an increase of 83.7%; 0.42, total welfare decrease by 0.603 to 0.42,the welfare changes is-0.183. After finishing carry out farmland, family economic conditions, resource endowments and psychological wel-being indicators are negative changes in direction.(3) Six explanatory variables, including education, P-satisfaction, P-participation, determine L-price, Area and Policy-cognitive level, have significant influence on farmers welfare change, and the influence is positive. It shows the farmland consolidation variable has not only an important direct effects on the welfare of farmers, and other variables indirect influence farmers’ welfare by controlling them.
