Packaging industry is the material basis of national economic and social development, packaging is indispensable "coat" of commodity circulation and sales.Because paper packaging is low-cost,recyclable and environment-friendly,it is always the leading product of packaging industry since the invention and has good development prospect. In recent years,the influx of international capital and the rapid expansion of domestic enterprises after entering capital market makes market share of small and medium-sized enterprise less and less. During the Twelfth Five-Year Plan of China paper packaging industry has entered a stage of screening and integration, the industry concentration will continue to ascend and bigger and stronger will become the direction of development of the industry. How to do for the small and medium-sized enterprise? As the research object, S Packaging Limited Company is a reference.It is engaged in paper packaging production for nine years and become a well-known medium-sized packaging company in China,and facing the opportunity of adjustment of national industrial policy,so the next few years will be the crucial period of development of S Packaging Limited Company. Continue to forge ahead,it has strategic opportunity with expansion of the scale and become bigger and stronger. Do not make progress,it will have marginalized crisis. So development strategy appear particularly important. With the use of basic analysis model and method of strategic management research, this article carried out a comprehensive, systematic analysis on the external environment, internal resources and the main business ability for the development of S Packaging Limited Company. It also establish the company’s development direction of" packaging of milk products in advance and the follow-up product develops later". Through the study of this article,we give the suggestion of making use of existing production organization advantage, using low cost, rapid expansion strategy of regional development, actively looking for a breakthrough in the market diversification, making use of advanced marketing ideas to actively develop the market alliance and improving the company’s scale benefit. At the same time, safeguard measures for.a reasonable strategy implementation is formulated.
