Competition among enterprises is all about talents, the key to which is to improve the quality of employees. Training is an effective way to develop employees’overall competence. The establishment of a mature Human Recourses training system is vital to guarantee good training. Presently, the state-owned enterprises are stepping into a new stage where many tests and challenges coexist. An effective way to respond to such tests and challenges is to continuously strengthen the capacity building of employees, improve the quality of training and perfect the training system.Based on the current position, development and trend of oil and gas industry in the world and the sustainable development of energy industry in China, the paper mainly studies the training system of Zhongyuan Oilfield by analyzing its current situations, existing problems and major disadvantages to explore a model suitable for oil companies to follow. Survey study, comprehensive analysis and comparative analysis are applied and advanced theories on human resources development both at home and abroad are introduced.The paper introduces the content and structure of the training system in detail, provides supportive advice on its management system based on experience and presents detailed analyses of its operating and resource support system. Based on advanced theories, demands and trends and focused on the improvement and reform of the training system, the paper proposes new ideas and measures in various aspects, including the method, framework, path, standard, procedure and assessment etc. to provide guidance both in theory and practice for oil companies to develop its human resources, improve its core competitiveness and maintain its sustainable development in a more effective way.
