It is a objective law for regional development that the upgrading industrial structure and personnel structure optimization is matching. Along with our country economic structure into the depth adjustment, Shenyang as the economic center、business center and traffic center of northeast region, the collaborative development needs between upgrading industrial structure and personnel structure optimization will become stronger in the practice of the future. So, the inevitable conditions for Shenyang to readjust the industrial structure is the personnel structure is matching it, so as to promote Shenyang’s economy.The concept of conjunction theory mainly studied the evolution law of collaborative system that from disorderly to orderly, when the two subsystem in the system is coordinate, the whole system can be realized. In the paper, the upgrading industrial structure and personnel structure optimization will be seen as two simple systems in the economic system, and then do the research on the coordination degree of the two systems.In this paper, first the research status at home and abroad and the talent structure and industrial structure and so on key words defined, compared the industrial structure and personnel structure status with other developed capital cities, from the comparison, we can see that there many problems of Shenyang’s industrial structure and personnel structure. Second, explain the coupling between upgrading industrial structure and personnel structure optimization, then build the composite system model. Third, efficacy function model can be built between upgrading industrial structure and personnel structure optimization. Finally, the coordination degree of upgrading industrial structure and personnel structure optimization was analyzed empirically.According to the measured results to the above analysis, compared the coordination degree between personnel structure optimization and upgrading of industrial structure with other provincial capital cities, we can find out the gaps between Shenyang and other provincial capital cities, and then analyze the causes of these gaps. Accordance with the existing problems I put forward some reasonable policies and proposals of promoting the matching of industrial structure and personnel structure of Shenyang.
