With flexible employees’ scale of Hohhot city growing, most flexible employees were excluded from old-age insurance system, especially flexible employees with lower wages, their income would have been enough to maintain basic survival needs, can not go to pay higher pension costs.The problems of them participation in old-age insurance are not resolved, will inevitably not play fair social security system. Therefore, the development needs for Hohhot flexible employment pension insurance policy has become an essential issue.This article is in terms of the scale of Hohhot flexible employees, employment forms and characteristics, we analyze the current situation of Hohhot flexible employment old-age insurance personnel and problems. Thus the reason of Hohhot flexible employees faced by old-age insurance issues were discussed, pointed out that the main reason for the problem they face is that of personal reasons, system design, management level in three areas. By provinces of China flexible employees old-age advanced experience and practice analysis, we gained a lot of inspiration for our city. Finally, mainly forward suggestions for Hohhot flexible employees old-age insurance for the relevant issues to improve the old-age insurance rate of Hohhot, Hohhot old-age insurance departments policy to provide theoretical support and help.
