Research On The Problems Of Flexible Employees In Social Endowment Insurance

With the growing scale of flexible employment,flexible employment pension insurance also exposed many problems,such as low flexible employment income,the low insured rate,the high base and the ratio of fee policy and fairness.The emergence of these problems have affected the healthy development of the old-age insurance industry.It also caused that the rights and interests of the flexible employment pension insurance can not be guaranteed.Therefore,this paper studies the influencing factors of flexible employees participating in pension insurance.This paper describes the current situation and specific situation of flexible employment pension insurance in Shaanxi Province.and then take the acting of SNHR'clients as the research object,using the methods of questionnaires and interviews.Through the research,we know that there are three factors can affect flexible employees to participate in endowment insurance.The economic factors,the personal factors,and the institutional factors.By using the data analysis software,we know the specific problems of flexible employees to participate in endowment insurance in Shaanxi Province.There are three problems,frist high willingness to participate but no confident to the goverment,Second,low participation rate and imbalance of the insurer structure,Third,the imperfect payment system.According to the corresponding problems,the paper puts forward some suggestions and measures from three aspects: Establish appropriate payment standard and flexible payment method;improve the legislation and the legal system;and improvements.Give effective suggestions on improving the policy of flexible employment insurance in Shaanxi.
