The national long-term science and technology development plan (2006-2020) points out the importance of Production-learning-research Cooperation. There are lots of differences between the members of Production-learning-research Cooperation such as resources, ability, information which may results in conflicts in this cooperate process. So it is useful to protect this process by constructing a trust mechanism to avoid these adverse factors.Although Production-learning-research Cooperation is a kind of innovation, it has kinds of function model in operation, organization, income distribution. But this innovation organization shows spontaneous, consistency in many levels which are consistent with the characteristics of the Informal Organization. As an organization formed in spontaneous, Informal Organization faces the pressure including standardization management from the Formal Organization and the resources configuration from the internal and these pressures may lead to opportunistic and dishonest acts. Related papers have shown the relation between trust levels and organization performance. Trust is viewed as a psychological feeling, also changing to be the enterprise reputation, credit rating such resources that can be observed for others.This paper points out the feasibility of studying Production-learning-research Cooperation from the angle of informal organization based on the discussion about it. The research of informal organization originals from the Hawthorne Experiment and experiences theory development. This paper classify the cause of informal organization and its operation mechanism again, and concludes the relevant factors in predictability, acceptability in trust, such as the values and collaboration. Then this paper concludes the methods of building trust mechanism in informal organization:the norm type, process type and characteristic type. Then it combines the relevant factors of predictability, acceptability in informal organization trust with the high threshold, dependence asymmetry characteristics of production-study-research trust, and selects 13 typical indexes from the internal and external factors that affect trust by experts’discussion. By means of ISM explanation structure model data processing method and the MATLAB software, this paper carries out the numerical internal relations in the form of adjacency matrix, accessible matrix. On this basis, the indexes are divided into six levels of influence relation, which can express the proportion between the primary and secondary indicators in chart.This paper divides the trust mechanism of Production-learning-research Cooperation into three stages, namely the norm type, process type and characteristic type and induces the key points of each stage according to the result of ISM. This trust mechanism is universal applicability, both to enrich the field of, but also inspire the practice of informal organization theory. Personified trust mechanism build is more practical for each stage of Production-learning-research Cooperation trust, from the choice of partner to the finish of collaboration, has different focus, measures need to be adjusted accordingly.
