Emergency Fiscal Problems Research Of Penglai

Penglai, located in China’s developed coastal areas, has strong economic strength and stable public fiscal revenue. With the ongoing reform process, the financial system is becoming more standardized and perfect. On the government functions, it is developing from economic construction to public service. Tourism is the pillar industry of Penglai City, while numerous monuments, high flow of people, complicated society formation easily causes public emergencies. With the quick diffusion of information nowadays, if the emergencies are handled improperly, it not only brings the deadweight loss of people’s life and property, but also the huge negative impact of public consensus, which will directly impact the tourism with incalculable loss. Therefore, it is worth exploring the guarantee system of emergency financial funding.In 2007, "Emergency Response Law of People’s Republic of China" was enacted, stating that county government is responsible for responding the emergencies in their respective administrative areas. County government was pushed to the front line of regional emergency management. As the old saying goes, nothing can be done with little money. Without the support and guarantee of public finance, emergency management system is a dead letter. Emergency response requires a mass of material supplies; on the current situations in China, there are still many problems in use efficiency and daily emergency management of county emergency financial funds. The same problems exist in Penglai city. In this study, the fund information of emergency management in Penglai of recent years were collected, taking the status quo of the financial guarantee of emergency management as an entry point, in-depth analysis were performed for these problems. Meanwhile, combining the foreign experiences and county situation in China, it was discussed how to construct a reasonable financial guarantee fund system for emergency management. Finally, suggestions about financial guarantee system policy were proposed according to the reality of emergency management in Penglai.
