| After the strategy of "The Best and Road" was put forward, the tourism along the Silk Road has attracted more attention than ever before since 2013. The State Council issued Suggestions for Promoting Reform and Development of Tourism. This document points out, tourism development can be taken as a construction way of "The Best and Road", so as to create considerable opportunities for regional integrated cooperation. Exchange of numerous cultural and tourism resources along the Silk Road serves as a direct approach for us to realize "communication of the civil appeals". While promoting foreign cooperation and investment as well as expanding international market, such resources are also carriers of spirit of our national in the era. They are also favorable sources which various places desire for. On this basis, we should elaborate over the tourism from strategic level of "The Best and Road" and promote the tourism long the Silk Road into a national level.However, tourism spurred by local abundant resources won’t go long. Just like other industries, tourism need lots of investment, favorable investment policies of local government. As well as advanced management technologies and funds. It has become a major problem for the tourism long the Silk Road to scientifically evaluate the investment environment of Silk Road tourism. This could help us improve and optimize tourism investment conditions through well-targeted measures, so as to promoting sustainable, healthy and rapid growth of local tourism by attracting more funds and technical investment.Investment conditions are key points for attracting investors. The author set the key points as basis of the paper, so as to carry out comprehensive analysis and evaluation of tourism investment conditions in 5 northwestern provinces long the northwest part of the land Silk Road. Before establishing evaluation indicators and system of tourism investment conditions, it is necessary to conduct dynamic analysis and evaluation of local overall tourism investment conditions in recent 5 years as well as use obstacle model to find out limitation factors of local tourism investment. The thesis offers countermeasures against limitation factors to improve and optimize tourism investment conditions. Moreover, the thesis makes scientific predictions about tourism investment conditions over the period of the Thirteenth Five-Year Plan. The research outcomes indicate:1) Tourism investment conditions in the northwest part of the land Silk Road Economic Belt vary greatly from each other. Shaanxi Province is the most favorable place for tourism investment. Xinjiang presents poorer conditions. In addition, conditions in Gansu, Ningxia, and Qinghai need to be improved.2) The thesis uses entropy method and synthetic index method to compare and analyze tourism investment conditions in these 5 provinces. The analysis outcome indicates Shaanxi province enjoy the best tourism investment conditions of them, ranking the first. Xinjiang ranks second, enjoying good tourism investment conditions. Gansu Province presents average conditions. Ningxia and Qinghai suffers weak tourism investment conditions, which need to be further improved.3) The paper has found out limitations factors for tourism investment conditions in the 5 northwestern provinces, among which traffic infrastructures and social service level are relatively prominent.4) The paper comes up with countermeasures to improve and optimize overall tourism investment conditions by eliminating local problems and disadvantages of the northwestern part of the land Silk Road Economic Belt, so as to carry out objective analysis and gain an in-depth understanding of tourism investment conditions in the 5 provinces along the northwest part of the Silk Road Economic Belt.For countering limitation factors, the paper put forward countermeasures and strategies for optimization of investment conditions. In order to offer scientific bases for improving tourism investment conditions of the 4 provinces along the northwest part of the Silk Road Economic Belt, the thesis have significance in promoting improvement tourism structures, healthy tourism development, tourism-based trade, and international cooperation of the 5 provinces along the northwest part of the Silk Road. |
