At present, Chinese indemnificatory housing district is beset with seriously difficult property management, low property fee standard and difficult collection, massive conflicts among resident families and big management difficulties, causing district residents to make complaints, giving government departments a headache and making property management enterprises cry bitterness. "Management abandonment" and "squatter settlement" have become a trend in some regions. These problems have proved to be a drag on industry development and society harmony. Nowadays, the enterprises engaged in management of indemnificatory housing districts cannot conduct effective basic management, cost control or risk prevention. The immoderate accumulation and release of cost risks have caused constant trouble to the small-scale property management companies that can only make meager profits, making them feel difficult to operate. The basic solution to this issue is to introduce modern management ideas and tools on the basis of enhancing total enterprise management and standardizing enterprise operation, to set up some practical, scientific, simple and convenient cost risk control system and management model, to provide reference for affordable housing management enterprises.This paper proposes a management design model known as Seven-color Fishbone Chain Graph-based Cost Risk Control Model Board. This model consists of such three modules as index decomposition, real-time monitoring and docking improvement as well as several matching forms. These three parts of contents are closely linked to each other and supported by each other, among which dynamic monitoring warning is a key link.According to the characteristics of such enterprises, some visualized modern management tool identifiers are used in the model board in this paper, to make it as simple, vivid, intuitive and easy-to-use as possible to describe the property management cost of indemnificatory housing project and it’s tendency of risk aggregation. Fishbone graph is a basic framework of this model. The additional parts, such as fish head, fish eye, fish maw and fishtail, are an adaptive deformation and extension conducted around the central purpose, which constitute an interrelated image chain graph. Each figure represents a cost type, and seven colors represent their operational state. With high attraction, it can stimulate people strongly and thus draw attention. The whole model board connects cost plan, segregation, monitoring, early warning, analysis and coping together to form a closed-loop system similar to PDCA, which covers the whole process of cost risk management and control.This paper also makes an empirical test on the model board, implants the cost operation data of a indemnificatory housing project in Beijing in the first quarter into the model for testing, finding that the model runs well, in which monthly cost risk points and degree of urgency can be seen intuitively, to lay a foundation for enterprise cost control. This model can play a role in cost risk control, so it has a high innovative and practical value.
