An Empirical Study Of The Effectiveness Of Environmrnt Pollution Control In Hebei Province

Along with the acceleration of industrialization and urbanization,the environment pollution,resulting from enterprise production and living,is becoming more and more serious.Ministry of Environment of the top ten most polluted cities frequently exposed, but Hebei Province is one of them every time and the largest proportion.Especially in recent years,the emission load of industrial fumes,vehicular particulate and nitrogen oxides in Hebei Province takes the first place in China.How to effectively control environmental pollution and to enhance the governance effect are the urgent affairs of the government in Hebei and without delay.With the coordination of Beijing-Tanjin-Hebei becoming to national strategy,depth analysis of the effect of environmental pollution control in Hebei Province is not only has important practical significance and practical value for Hebei better and faster to achieve scientific development, sustainable development,but also has great strategic significance and historical meaning to further enhance the coordination of Beijing-Tanjin-Hebei.This study is based on a comprehensive investigation at home and abroad about the effectiveness of environment pollution control.According to the theory of market failure,governmental failure and the theory of SCP,the study takes the condition of environmental pollution in Hebei as the breakthrough point. utilizing input and output of data envelopment analysis,regression analysis method.The article has carried on a thorough empirical analysis about the pollution status of waste water,exhaust gas and the governance effect,also has validated economic effect between reduce pollution and GDP with the aid of Max DEA6.3 and Eviews6.0.As a result,there are lots of problems,like low levels of investment,unreasonable structure,low efficiency,poor corporate environmental awareness,public participation unsatisfactory,environment pollution control in Hebei.Then after the in-depth reason analysis,From government, enterprises and the public three angles,the study puts forward targeted, operational effective suggestions of how to accelerate the promotion effect of environmental pollution control. Specifically, government:changing environmental awareness and performance concept of government officials, adjusting the industrial structure,increasing environmental pollution control investment,coordinating pollution control investment structure and improving the efficiency of investment;companies should take environmental responsibility;the public actively participate in the protection of the environment.During the research,this thesis uses the methods of combination of theory and practice,combination of normative analysis and empirical analysis.Not only enrich the theory of SCP,the article also provides beneficial reference for Beijing-Tianjin-Hebei coordinated control pollution.What’s more,the study has some reference value for government at all levels through China,including Hebei province to control environmental pollution preferably.
