Layers Raising Specialized Households’ Willingness To Cooperate In Preventing H5N1HPAI

In the new century, tremendous achievements has been made in livestock production of China, to meet the people’s growing demand for meat, eggs, milk and other animal products. At the same time, with breeding density increasing, the incidence of animal epidemic diseases become higher than before, thus increasing the difficulties of disease prevention and controlling. This gives the animal scientists and relevant management personnel a higher demand.The highly pathogenic avian influenza (HPAI) pathogens can’t be eradicated only by compulsory immunization and the culling policy. Sporadic outbreaks of this disease continued to occur in some places. If the vaccine is not good or immunization is not in place, disease outbreak would occur in some places at any time. To improve this situation, a plan that preventing and controlling animal epidemic diseases by cooperation of farmers and standardizing farmers’ behavior was put forward in this paper.Firstly, through literature research, expert consultation and pre-survey, we obtained some useful information and analyzed the necessity and possibility of cooperation among farmers to prevent HPAI. Then, we chose layer raisers in Yang Lang (a village of Ningxia province) and Wu Dian (a town of Anhui province) as our research objects. Based on the investigation and survey data, we did descriptive analysis of layer raisers’information in individuals, families, cooperative willingness, cognition and behavior. On the basis of descriptive analysis, we found the significant factors influencing the cooperative willingness by Ordered-Probit model, and proposed some steps to improve the raisers’ cooperation intention.The results indicated that:(1) most layer raisers are aged between40and49, in the junior middle school culture. Generally,2people breed2000-9999layers per year after the outbreak of HPAI; few farmers quit breeding because of the market slump.(2)Although cooperation system of prevent and controlling layer diseases among the farmers is not set up, most of them agree that "farmers+cooperative+company" model would be helpful. Under the existing compensation standard of HPAI stamping-out strategies, every farmer hope it could be increased. The direct economic loss caused by a HPAI epidemic of farmers is equal to that of the government, sometimes even less.(3) Research shows that the cooperative willingness to prevent and control HPAI of farmers is impacted by their age, culture, knowledge of disease, risk attitude, family population and annual revenue significantly. In different places, the significant factors affecting cooperative willingness are different.The main policy proposals are:(1)Improving emergency culling subsidy, standardstrengthening the emergency culling policy.(2) Standardizing farmers’behavior in breed layer.(3) Paying more attention to animal epidemic diseases prevention and controlling as well as developing large-scale farming villages.(4) Advocating cooperative behavior of HPAI prevention and increasing compensation standard of HPAI stamping-out.
