A Report Of CBO Wibesite Immigration Issue Translation

This paper is a translation practical report. The translation resources are from the website of Congressional Budget Office of America, a translation tasks distributed by the Budget Engineering Committee of Heilongjiang. The topics on the website are various and this paper is based on an estimation documents related to an immigration visa bill which talks about the government spending, revenues, visa types and medical cares, etc. The detail information about the background of this task are illustrated in this report. Meanwhile, the different translation theories and the corresponding translation methods applied in the translation process are discussed in three levels including words, sentences and texts.The main body of this report includes five chapters. The first chapter introduces the basic information of the translation practical program. Chapter two illustrates the design and the arrangement of this program including the preparation in different stages and the translator management. Chapter three discusses the translation methods in the word level. The intra-linguistic context theory is applied in the translation and the corresponding translation methods are amplification, omission, implication and conversion. Chapter four discusses the translation methods of long sentences. In this part, the shift of voices, the accommodative means and the adjustment of word order are applied in the sentence translation in the guidance of The skopos theory. Chapter five discusses the translation strategy of the whole text. Hallidy and Hassan’s opinions on cohesion and Reinhart’s explicit and implicit coherence theory are the basis of study in this part.Through the process of writing this report, the author positively applies the various translation theories and methods studied to the practical translation and some problems in translation has been summarized. The author realized that the application of translation theories and methods are not fixed and implicit. The instructing function of the translation theories should be properly taken in the translation practice. The author hopes that this paper would provide certain references for the translation study in the relative fields.
