With the steady development and growth of China’s economy and the improvement of international communication, local governments in China have attached great importance to publicity for people from outside China from many aspects. The Chinese to English translation task — Holding Hands with the World is a government picture album compiled by the Chengdu Education Bureau. The content of the translation is on the major events regarding education and culture in Chengdu in recent years, including the academic exchanges at home and abroad, the signing of educational MOUs, educational exhibition and events at district and county levels, meetings and forums attended by international friends and professionals, as well as Chengdu’s educational achievements and rewards. The album aims to promote the 2015 Dujiangyan International Forum. This report describes the complete process of the translation task and selects key points and difficulties in the process of translation as the case analysis of the translation of official documents. Meanwhile, corresponding translation strategies and solutions are proposed to tackle the problems in similar translation texts.The report first describes the pre-translation stage. In this part, the author analyzes the language style of the translation task and presents that the translation of government documents has its unique linguistic features which present considerable difficulties in the translation process, such as the handling of proper nouns and Chinese culture-loaded expressions. And it also mentions that the translation tools and search engines help improve the quality and the speed of translation. Then, the report describes the importance of functional equivalence as the theoretical guidance, followed by typical case study. This report focuses on two major problems to which translators should pay attention:firstly, how to make the translation of proper nouns appropriate via Internet search and CAT tools while guaranteeing the consistency of word usage throughout the text; secondly, how to translate the culture-loaded expressions in the text to ensure both the accurate expressions and communicative function. Finally, the report presents its limitations and suggestions.After detailed analysis, the report presents that functional equivalence plays a very important role in C-E translation of government documents and texts on education as a guiding principle. It is also meant to provide some reference to the future translation of similar texts.
