The author participates in the C-E translation project of diplomatic news established between the Ministry of Foreign Affairs of PRC and the School of Translation Studies of Xi’an International Studies University. In the process of translation, the author mainly grasps the stylistic features of diplomatic news.By taking the diplomatic news as the research object and adopting the methods of literature research and case analysis, the author, under the guidance of Skopostheorie of German Functionalism, sets three rules of Skopostheorie as the main standards of translation and summarizes effective translation methods, enabling the target text to accurately express China’s foreign policies and stances. These methods include literal translation, liberal translation, paraphrase, zero translation, transliteration and imitation. Under literal translation or liberal translation, the translation techniques of omission, addition and division are used.
