Human resources has become the important capital and strategic resources in theknowledge economy era. Along with the social development and progress, the government isfaced with reforming of administrative system, a series of problems such as thetransformation of the government functions. In the face of these problems, the governmentmust rely on their human capital that civil servants to break through the bottleneck. In recentyears, however, because of the growing civil servants to enter for an examination, and theimprovement of introduced the system, lead growing civil servants. The social public areinterested in their work, the "attention" increase the job pressure, led the group into the periodof job burnout. Especially at the grassroots government of civil servants, who the directpower to realize the functions of the government. If they long-term in high pressure, it wouldaffect individual health and mind, also reduce the organization efficiency. At present, ourcountry is in a critical period, civil servants of job burnout phenomenon will effect thesmooth transition of the government. So we should be given high attention, studied burnoutcauses, found the relevant measures. It will be more significance to help the grassrootsgovernment in China to establish efficient clean and service for people.This research by referencing the results by scholars at home and abroad, research on thetheory of double factors theory and job matching base, grasp the essence of study. Combinewith the investigation and study to the civil servants at the grass-roots level to survey themanifestations and consequences of job burnout. Through the results of the survey to analyzethe variables of various parameters on the influence of job burnout, and learned that the civilservants at the grass-roots level of the degree of burnout in China is not optimistic. Then fromindividual, job characteristics, government organizations and the social environment fouraspects analyzing burnout causes, find several factors lead to burnout grass-roots civilservants. Finally, put forward the relevant countermeasures to solve the problem of burnoutfor reasons. These countermeasures include civil servants at the grass-roots level of their ownefforts to formulate reasonable career planning; Grass-roots government departments to improve management system, optimize the internal and external environment; Society paymore attention and strengthen the support dynamics. In short, help the pitfalls of job burnoutof civil servants at the grass-roots level government departments will be a long process, and itneeds joint efforts and collaboration.
