Especially after entering the period of social transition,China keeps reforming the social policy of urban and rural areas, leading to less restrictions ofmarket-oriented economic and social restructuring on rural-urban migration and to gradualbreak of the urban-rural dualistic structure, a great mass of rural surplus labor began flockinginto city. However, instead of becoming citizens directly, the rural surplus labor has formed anew class——migrant workers due to reform’s tardiness.
