On The Cooperation Governance Between Local Government And Social Organization In Public Service Area

Along with social transformation and the reform of governmental functions,universal government faced with a series of social public problems that shows itsdefects, the contradiction between the growing public demand and the lack ofgovernment public service ability increased, how to resolve this contradiction becomeone of the government’s focus at the present stage in our country.Social organizationwith its own characteristics of public welfare, autonomy, flexibility, compared withgovernment,it shows the advantage of low cost, high efficiency, is gradually acceptedby our government and the public society and recognition, is playing an increasinglyimportant role in the development of the society.Adapting to this background, socialorganization take the initiative to seek the cooperation with government activety,inorder to share the burden for the government.Based on this background, this papermainly studies the following questions:First of all, analyses the reasons of the cooperation between government andsocial organizations in our country.In this paper, according to the situation of thedevelopment of our country government and social organization, it puts forward thecooperation reasons between government and social organizations, points out theflaws of the government and the advantages of the social organization in providingpublic services at present.This complementary advantages for the government andsocial organization provides the necessary foundation for cooperation.Secondly,this paper points out the cooperation factors influencing thegovernment and social organizations.Due to the needs of economic and socialdevelopment, the government needs to third party organizations such as socialorganizations to help the government solve the problems that government needs tosolve but have no ability.Due to the relatively late development of social organizationin our country, the government rules in the admittance system and managementsystem of social organization is relatively rigid, together with the legal system aboutthe social organization is not perfect, etc., these reasons to a great extent hindered theindependent development of social organizations and living space in our country.Again, this paper puts forward the logical condition, environmental conditionsand operating conditions between the government and social organizations, analyzes the necessary conditions of cooperation.Finally, according to the current cooperation situation between the governmentand social organizations in China’s public service supply,on the basis of relevantexperience and inspired at home and abroad for reference, the paper proposed thecooperative governance path between our country government and social organizationwhich is based on the equal partnership and their continuous efforts.
