Governance Of The Outskirts Of Village In The Process Of Urbanization

Viewing from the development process of the whole world, urbanization hasbeen fairly inevitable for most of the small villages. After the big Reform&Opening,the pace is moving faster. But meanwhile we are also encountering several crucialproblems in local village governance: the dual structure of town&country turninginto the main barrier of urban-rural integration; the imbalance of developmentbetween city and countryside; searching for the solution of keeping the basic benefitsof farmers while accelerating the transform, etc. This essay is on the base of bothdomestic and western urban research theories, integrating our current situation ofvillage administration, and has selected Xihua (Xuzhou) as the typical case for furtherstudy, combining field work and theory research, aiming to analyze the consequencesof environment improvement and the major problems the village administrators havemet in the village reform. Besides, the study starts out from the structure of the villagepower; followed by, it clearly specifies the current village-township relations of Xihua;Two committees’ problems; the village election situation; the political participationrate of local residents, etc in order to discover the available suggestions forimprovement like: enhancing the village (associations) standard construction;proceeding organization structure reform; or encouraging cooperations andnegotiations between responsible administrators, etc. Apart from that, feasiblesolutions could be put forward through the case study during the process ofurbanization, enabling the multi-subject development, mingling both the traditionaland modern methods, and finally lead the good governance in rural areas.
