Police Force refers to the ability of Police Organs and their policemen to handlepolice affairs, including the individual and overall ability. With the development ofPolice System in the different historical eras, Police Force has different features. Asfor Police Force, nowadays different countries have different definitions. However, ifwe take the meanings into careful consideration, we will find the commoncharacteristic which refers to the concept of police’s comprehensive ability with manytarget qualities. With the appearance and transformation of different Police Systems,the definition of Police Force has been changed. Therefore the connotation and rangehave been expanded. The common use of the concept of Police Force at presentincludes authorized staff, allocation, training, strategies and social relations of police,etc. According to the regulations of laws, People Police Organs includes PoliceOrgans, Securities Organs, Jails, Reeducation Organs, People Courts of Justice andProcuratorates. The five police organs perform their duties on the basis ofcorresponding laws and regulations. In China, if mentioned Police System, a majorityof experts and scholars point out Police System of Public Security from theconnotative aspect because of its key role in our national Police System. The target ofthis thesis focuses on Police Force of Public Security Organs.Lack of Police Force brings harmfulness to the operation of Public Affairs andsocial security and stability. Adequately conceiving of the problem of Police Forcegives great effects on solving the problem of harmfulness of lack of Police Force andattracting the attention of the whole society. International society and main developedcountries in the world have been concerned about the harmfulness of lack of PoliceForce for a long time. They put forward a series of measures and means, such asCivilian System, Intelligent Information System, and Private Detective s System andso on. The experience that the developed countries accumulated during the tacklingthe problem of lack of Police Force is the precious treasure that we could study andput it into practice.In recent years, the management of Police Force in China has achieved a great progress but there still exist a lot of disadvantages. Generally speaking, they are: thedisadvantages which are difficult to overcome are exposed from the old system,authorized staff of police, unreasonable allocation of Police Organs, unscientificmanagement of human resource, backward concepts and the technologicalcontribution of police troops couldn’t satisfy the need of Police Affairs. In the light ofthe problems mentioned above, this thesis put forward corresponding measures. First,the mathematics methods applied to properly count the number of authorized staff ofpolice allocation provides a scientific way. Second, systematic analysis and policydecided technology are applied to establish organs allocation; systematic thinking isapplied to establish “smooth organs allocation and centralized functionalmanagement.” Third, the theory of human resource management is applied toimprove the positivity of grass-roots police. Last but not least, informationtechnology is applied to strengthen the scientific content of Police Affairs, establish anew working model of new Police Affairs and improve the efficiency of Police Force.
