Study On The Optimization Of Basic Level Police Force Allocation

Chinese police departments at all levels have launched different explorations and experiments on the subject of optimizing police force allocation and building a harmonious society,which obtained positive effects.However,some common issues still exist in the work of basic level police force-imperfection of police system,clear tendency towards bureaucratization and lack of practice,overlapping functions and etc.These problems to a larger extent has negatively impact the function of police force.The fundamental reason is the imperfection of policing system,which not only restricted basic level police function,but also influenced the image of police force,as well as affected physical and mental health of basic level police officers.The very same problems also stand out in the basic level police department in Xi'an.Whether police work can be effectively carried out depends on allocation of basic level police force,given the rising complication in Xi'an police department's tasks.Capabilities of basic level police officers,financial resources,police equipment,as well as level of organization and management are core factors that will enhance the abilities of basic level police force.As a result,it is critical to emphasize on the allocation of basic level police force.This paper discussed the current status of basic level police department,in addition to problems and reasons surrounding the issue of basic level police force allocation in great depth.Problems are analyzed based on three aspects namely,organization structuring,staffing,equipment and facilities,while taken four factors into account-organization structuring,human resources,police support,and particularity of police force.Optimizing solutions are consequently proposed in this paper.A lot of theories and examples are demonstrated in this dissertation,which may benefit the allocation of basic level police force in Xi'an.We can only work out optimizing solutions based on real situation in Xi'an.It is imperative that optimizing solutions are based on real situations of Xi'an police force.Police work in Xi'an can only progress through constant innovation in order to create a stable,harmonious and safe social environment.
