Study On The Supervision In The Process Of Cadre Selection-and-Appointment In Cangshan District Of Fuzhou City

The 19th National Congress of the Communist Party of China pointed out that we should insist on the principle that the communist party rules cadres,keep on combining ability and morality and giving priority to morality,only appointing people both with ability and morality from throughout the world,and keep on focusing on career and being fair and objective and reasonable and well-behaved and rigorous and take good cadre standard into practice..As an important means to prevent improper selection of cadres,the supervision is the demand for developing socialist democracy and political construction with Chinese characteristics,which is also an urgent demand to make the Party's ruling ability better,an important part to perfect the administration of cadre selection,and an important insurence for establishing the contingent of high quality cadres in China.Taking Cangshan District of Fuzhou City as an example,the paper analyzes the problems existing in the supervision mechanism of selecting and appointing cadres at the section level in Cangshan District by means of literature analysis,field investigation,systematic analysis,and so on.Those problems include weak supervision consciousness,vague supervision duties,and so on.The main reasons for these problems are:the deep ideological obstacles of cadre supervision have not been got rid of;the system of supervision is not perfect;the supervision means lag behind and the lack of accountability,and so on;at the same time,the advanced concepts and practices of selecting and supervising the cadres at the section level in other counties and districts of China are studied preliminarily.Finally,this paper puts forward some countermeasures and suggestions to solve the problems existing in the selection and appointment of cadres in Cangshan District,that is,to strengthen the consciousness and level of supervision,to perfect the supervision system,to widen the supervision channel,to innovate the supervision means,and to strengthen punishment and accountability.
