Research On Police Training Based On Competency Theory

With the deepening development of our country's reform and opening up and the transition of society and the constant improvement of urbanization,the responsibilities of public security bureau are increasingly strengthening,its service scope is expanding day by day,the tasks of public security work are more and more complicated and the workload is increasing sharply and the masses have more and more requirements on the quality of public security work.However,human resources of public security bureau have certain shortages no matter in quantity or in quality,comparing the responsibilities and tasks they have undertaken.Therefore,people have placed the development of human resources of public security in a very important position.Party committee of the public security clearly puts forward the strategy of strengthening the police force through science and education and hopes to set out on a path of ‘un-expending improvement' of the human resources for public security organs.The third plenary session of the "18" promoting national governance system and put forward the control ability to the overall goal of modernization,the public security organs is an important part of government,improve the public security organ system of social management ability and management level of modernization is undoubtedly the country an important part of this strategy.General secretary xi made many speeches on the construction of the public security team recently,and made clear the demands for strengthening the capacity building of the public security team.Then how can we effectively improve the qualities and abilities of public security police through education and training,effectively implement the strategy of ‘intensifying police through science and technology' and improve fighting capacity of public force? For this,people have done a great amount of research and discussion and promoted various schemes.I think that learning from the successful experience of enterprises' educational training.Take the competency as the basis to develop educational training,which can be regarded as an important road for improving the effectiveness of police education and training and strengthening the capacity building of public security force.Based on the thought,I have carefully referred to research materials about relevant questions on competence and training at home and abroad;abstracted and learnt from the research findings and scientific ideas of the predecessors';on the basis of defining some core concepts,like police training and competence,analyzed the current status and specialties of police training in our country;demonstrated the content,significance and the application in the management of competence theory;from the perspective of competence,further analyzed theshortcomings of current police training and the reasons of producing questions;according to the theory of competence,proposed the police competence model and evaluation system of training effect;explored the reformation strategy of police's training based on the content of police's training,training plans,teachers' adjustment,and the adjustment of learning initiative about police's competence and hoped to provide some lessons for optimizing police's training.
