In the end of1990s, Chinese society changed dramatically. In the macroscopic view, on theone hand, the reform of the policies and economic system prompts government to change infunction, form the division in management and turn the social management intothe community work. On the other hand, the reform has built up and carried out modernenterprise management system, as well as strips off and transfers management functions to thecommunity. In the microcosmic view, social transformation and the establishment of marketprinciple, in some degree, have changed people’s life styles as well as concepts, which led to theutilitarianism and made the community which is emphasizing communications and interactionsbecome the common body of local area that people expect. Residents’ community participationhas gradually become an important part of social life.Although community construction in Changchun has made an achievement, there is a longdistance to the anticipation. According to the recent research of community construction, theresidents’ lower enthusiasm, passive participation style and single engagement channel havealready become the first issues of restricting the community development. There are somereasons of this phenomenon. Firstly, residents are in lack of enthusiasms of participatingcommunity construction. Secondly, participation community is mainly participated by the aged,students, and low-income families. Lastly, community makes decisions with no or few residentson usual, because of people’s carelessness. Thus, community participation of our country is atthe primary stage. The lag of residents’ participation and relevant research become the obstaclein community development.Based on the phenomenon above, this article focuses on and researches the problem of theresidents’ community participation in case of Changchun. Firstly, this article analyzes therelevant communities and course of community participation by literature review. And thedefinitions of community and community participation will be given. Secondly, take Changchunas study location. With the methods of questionnaire and empirical investigation, the article willanalyze the current situation of residents’ community participation. Besides, the combination ofthe quantitative and qualitative research method will be adopted to dissect the situations,characteristics as well as existing problems based on empirical investigation. Finally, this articlewill discuss the reasons of the existing problems from theories to practice, in order to makesome advice to guide and promot residents’ community participation.
