Study On The Social Organizations To Participate In The Community Governance

Community governance is a new research field of public administration in recentyears. Its theoretical basis originates from the theory of governance, civil society, the newpublic management theory. As an important social organization of community governancesystem, it is an important carrier of community management and services and as anindependent of the government and the market of the third party governance. It has theunique advantages to participate in community governance, carry on some of the functionstransferred by the government administrative system reform, providing public goods andservices, and it is increasingly becoming an indispensable part of daily life, with providingthe powerful footnote for community governance. Therefore, research on socialorganizations to participate in community governance for the cultivation of civil societyand the development of the service type government is of great importance. Though thecivil society theory, multi center governance theory as the theoretical guidance and takethe East Village street social organization as the research object, illustrates theachievement in East Village street social organizations to participate in communitygovernance in the process of innovation of government cooperation mode. It involveseffective supply of public services, and create a harmonious community and so on. Butthere is still a lot of problems in the process of participation in community governance.For example, the staff lack of the sense of the appropriate responsibility, the dailyoperation lack of the independence, management responsibility is not clear, themechanism is not perfect and so on. The reason to cause a series of problems in practice ofEast Village street social organizations to participate in community governance lies in theaspects of organization, the ability construction of system, the recognition of the societyand the lack of funds. Therefore, from the perspective of governance theory to put forwardthe following suggestions to improve the ability of East Village street social organizations.Including the improving of concept of consciousness, construction of new social relations,optimizing the organization and management of innovation mode, strengthen the socialidentity, in order to further promote the development of the East village street socialorganization and to improve its ability of participation in community governance function.
