Since the reform and opening up, with the acceleration of the process of industrialization and urbanization, large number of foreign population poured into city. On the one hand it has created the urban development myth, on the other hand it has also brought unprecedented pressure for the construction and development of China’s urban society. The formation of various types of marginal communities,such as the villages in the city, rural-urban fringe zone, transient population settlement are foreign population influx of the product, governance of these communities has also become the focus of today’s society. Residents participate in community governance is an important force, foreign population as a new resident of the community, the level of participation is of great significance for the governance of the community. However, Due to the urban residents instinctive rejection to the foreign population and the lack of foreign population’s own quality and ability, in foreign population’s participation is faced with many problem that can not be ignored. Thus affecting the process of social integration of this group as well as governance effect of the marginal community.This paper is from the participatory governance perspective research on the foreign population participation in the urban marginal communities, based on the current existing academic research data, illustration of the status quo and analysis of the causes, the author attempts to propose the means to facilitate foreign population participation from the macro government level and the medium social organization level and the micro individual level these three aspects.This paper is divided into three parts. The first part is an introduction, explains the research background and purpose, and briefly reviews relevant researches in home and aboard, and introduced the paper’s methodology and innovation. The second part firstly defines the core concepts that the paper has involved, and briefly introduced Participatory governance theory, Community governance theory and Social capital theory. The third part describes the Present Situation of the foreign population to participate in the governance of marginal communities, and briefly summarized the current residents in urban communities to participate in the existing model. The fourth part conducted in-depth analysis of the problems and causes of the foreign population community participation. In the fifth part, considering the solution which promoting the participation of foreign population, the author proposes the following solutions to facilitate the foreign population participation:1)on a macro level, to play the leading role of government to promote innovation at the system level, given certain rights of participation of the foreign population;2) on the medium level, strengthen the construction of the foreign population to participate in the organization, to broaden the channels for participation, to ensure the rational and orderly participation of the foreign population;3) the micro level, the reconstruction of social capital, enhance the sense of participation of the foreign population, improve the ability to participate.
