A Study On Salvation And Administration Of Urban Vagrants And Beggars Under The View Of Social Justice

Improving the level of Salvation and Administration of Urban Vagrants and Beggars, which is proposed under the background of building a harmonious society. A harmonious socialist society requires people’s common prosperity, harmonious social relations. However, due to the influence of differences between urban and rural development, unbalanced regional development and other comprehensive factors, begging still exists on the street nowadays. As the underprivileged group in rapid social development, vagrants and beggars show the fragile characteristic of human being, and also makes a challenge to the social impartiality. Therefore, because of the social construction, harmonic and sustainable development, we must pay more attention to this special group, and improve the level of its management to eliminate disharmonious factors in the harmonious social construction.The basic idea of this article is from the perspective of value concept to analyze the way of institutional change that China solved the problems in urban vagrants and beggars, at the same time, this article clarify the concept from "for internment and repatriation" system to aid management system contains positive value, and make it sure that the new rescue management system whether achieve the final goal or not.Then, this article finds the existing problems and the reason of present troubles to finally put forward the basic way to solve them.According to this idea, the article firstly make the value analysis to the city vagrants and beggars, using the justice theory of Rawls “minority group gets maximum benefits”, illustrates the insisting concept about assisting urban homeless people in social justice. The management of urban homeless beggars is not only related to the social stability, but also to the understanding of the individual rights and the improvement of government management, which shows that the government must take more responsibility to them.From the view of management institutional change after Chinese government established, it shows that the central topic of internment and repatriation system is stability and order. However, in the process of operation this goal is gradually alienated, although it has some effects on maintaining social order and stability in some area, this results received at the cost of harming individual rights. Rescue management system pay more attention to the value of the rights and justice, which is a progress history for the replacement of internment and repatriation system, and there are also some achievements and problems after the implementation. Those problems reflects the latent danger in the vagrants management, such as the participators’ deviant behavior, and the periodical governance, fragmentation and superficial phenomenon. In response to the present problems in the picador management, it is necessary to update the work concept of salvation management and search the essential reason with the integral manage framework. Another point is that encouraging social forces to take participate in the relief of vagrants and beggars effectively.
