A Study On Salvation And Administration Of Urban Vagrants And Beggars Under The View Of Public Service

Urban vagrants and beggars——as a social phenomenon that comes down the human history——is contrary to civilization and social progress. It exists in the past and present, home and abroad, this phenomenon has generally grown into a sub-cultural. Since China’s reforming and opening up to the world, more and more people has left the rural area and flooded into cities to work due to the rapid development of urban economy and the loosening of registered permanent residence. Meanwhile the number of vagrants and beggars becomes larger and larger; this has brought many problems to our country’s economic development and social progress. To meet these problems, China promulgated and implemented The Enact of regulation of Urban Vagrants and Beggars in2003. And then related policies are issued, civil administration departments play a key role in enforcing these policies and regulations and managing the vagrants and beggars. At present the administrating of vagrants and beggars are complicated in population and background. Our government is experiencing the critical transitional period to become a service-oriented one. How to provide personalized service to the vulnerable groups to prevent them from suffering back and forth, how to deal with and decrease the illegal and criminal phenomenon in this group to make our society in harmony have become a conundrum that must be solved. Therefore, the management of urban vagrants and beggars will make valuable and practical sense.This paper is divided into six parts. The first part is to propose the questions, analysis of current research, define the relevant concepts and summarize research ideas and methods of this article. The second part summarizes two stages of management and salvation since the foundation of China:the stage of detention and repatriation and the stage of salvation. In the third part, current situation of vagrants and beggars are analyzed. Including the expansion of vagrants and beggars; the complication of vagrants and beggars; different factions of vagrants and beggars; the younger age structure; the professional pursuit of economic interests; marketing operation of begging. The fourth part analyzes the emerging problems in administration and salvation of vagrants and beggars, then points out the specific reasons that caused such problems. The fifth part induces the salvation experience at home and abroad, especially in the United States, Britain and Japan, and Shanghai, Guangzhou, Shandong, followed by some inspirations. The sixth part proposes some countermeasures to the administration and salvation of vagrants and beggars from macro and micro view.
