As government performance management is a hot topic in the study of public management across the globe, the study of civil servant performance is accordingly the core of the study of government performance management. Though China’s civil servant system has experienced major development in recent years, the civil servant performance assessment still has many problems.Township government is the most basic-level administrative organization. Millions of township government civil servants constitute the biggest part of national civil servant system. To give full play to the activeness and creativity of township civil servants who serve for the building of new countryside and deal with three issues of agriculture, the performance assessment system for township government civil servant should be improved with carefulness. Therefore, this thesis studies the performance assessment for township government civil servant, which has positive significance in both performance management theory and social reality.This study takes S’s subordinate townships which have different features but basically same performance assessment as the research objectives. On the basis of collecting and sorting out information of township government civil servants, this thesis discusses the problems in the assessment system of township government civil servant, trying to improve it within the ability.In the method of literature analysis and questionnaire survey, this thesis studies performance assessment of township government civil servant and it can be divided into three parts:The first part clarifies the main concepts such as government, township government, civil servant and performance assessment and analyzes the basic theories of township government and servants in both home and abroad.The second part states the status and weaknesses of current township government civil servant performance assessment study in terms of content, index, and features. Also, it carries out an empirical study of the current status of S’s subordinate township government civil servant performance assessment. By analysis of the attention paid, index and subjects of the assessment, it finds out the problems with the assessment system such as over-simple assessment method, asymmetrical assessment information, over-formalized assessment, lack of assessment management function, backward assessment technology, unreasonable assessment index and problems of township government civil servant.On the basis of the above study, the third part offers the countermeasure for improving current township government civil servant’s performance assessment system:understand the uniqueness of basic-level township government civil servant, establish scientific performance assessment concept, improve performance assessment index, enhance the assessment result evaluation and encourage function and perfect the relevant system of performance assessment.
