It has been seventeen years since the civil servant system was established since October 1st 1993 in China. Civil servants are responsible for the social stability, economic harmonization and public security. As one of the most important ingredient of the civil servant system, the civil servant performance assessment show evidences to transfer, promotion, salaries, benefits, training and laid-off. Meanwhile, a sound performance assessment will also encourage the staff to work with more efforts and improve their work efficiency. Therefore, to improve civil servant performance assessment mechanism will make the overall performance better and create more chance to have more excellent new members to serve the country. Though the civil servant system has been established, the related research on performance assessment mechanism is in the beginning stage and there are still unsolved problems.This paper focuses on the civil servant in public sector with research methods such as literature review, comparison and case study. With the experiences of western developed countries, the paper looks into the case in the Labor Union in Baotou and gives a comprehensive analysis, followed with recommendation of improvement. It gives a hint to improve the civil servant administration and service in public sector in China.Chapter one presents the theories on the civil servant performance assessment, gives the definition, and elaborates its importance on human resource management. Chapter two analyzes the current performance assessment system and makes further detailed study with case in the Labor Union in Baotou. Chapter three reviews the successful experiences in developed countries and finds applicable values. Chapter four, as the important section of the paper, explains how to build reasonable systems of inspection, objectives, evaluation methods both in quantity and quality aspects, and assessment response. Recommendations on improving performance assessment in the Labor Union in Baotou are given in this chapter. Finally, the paper concludes that the civil servant performance assessment is a long-run and complicated administrative issue.
