Government’s Behavior And People’s Cultural Psychology In Social Management

This paper focus on the fact that the traditional rural area’s renqing consumption is under the intervention of government administration., discuss and analysis the question government in the sense of rural community "slef-management","what to","what not to" and "how to".With the combination of quantitative research and qualitative research, the author launched the collection of document literature, surveys and interviews. The results showed that the inflation of renqing consumption had a negative impact on the normal life and the production of local villagers, and even can be regard as a serious social problem. Although the behavior of government’s administrative intervention achieved good results, with the local top leadership being removed, this social policy is unable to continue and the government also has no management innovation to further improve the situation of the local renqing consumption.Traditional minority rural community roots in China’s cultural traditions, its "local nature""cultural deep structure" hasn’t fundamentally changed. Government’s mandatory administrative measures and institutional implants are not the effective medicine for management of the traditional rural community. Government should be actively committed to establish "the information symmetrical" channels between government and society, assist the villagers in reaching a "local consensus", and strictly follow the logic of the farmers’ behavior, in order to open a new path for the rural social management in the background of the sharp collision between local nature and modernity..
