Farmers’ Petition Under The Background Of Social Stratum Division

With the development of urbanization, urban and rural integration process to speed up further. Farmers’ petition incidents occur more and more frequently and fiercer, which happens in the interests of the developed areas. Petition governance becomes major issue in the grass-roots governance. This article through the analysis the case of farmers’ petition in D town, Zhejiang which is relatively developed and obvious stratum differentiation, showing that petitions as a special way of farmers to release the hate. It is due to increase of economic differentiation resulting class solidification and the elite master the allocation of resources and interests of the village, forming the rural interests league and "strong country, strong society" model village system, which squeezes the political right of farmers, leading enmity between classes that cause petition against the existing principle. This paper mainly analyzes logic and the motivation of farmers’ petition caused by the social class differentiationFirst of all, through the analysis of other scholars’ articles, finding that these articles are mostly focusing on people’s interest expression, which makes these articles pay little attention to other type of petition and lack of a whole perspective in village itself. This article is in the view of the village social structure and the problem consciousness as a guide to make a research under a certain social structure expressing emotion will extend existing petition type research perspectives.Secondly, this article represents the “difficult” process of farmers’ petition and the underlying "silent majority" using petition to express the dissatisfaction and rejection with the village class. This article focuses on the basis of the “resentment” of the villagers is grown by the economic, social and political marginalization. And the accumulation of this “class resentment” when facing the aggressiveness class.Finally, in my point of view petition is not just the rights expression, but used as an outlet to reflect the dissatisfaction of the individual and the collective. It is a dissatisfaction with the social structure in a certain emotional expression under the social structure of society. It reflects the economic differentiation that leads to "circle" of class society and the rejection of the underlying villagers are facing enormous difficulties in the protection of the rights. Therefore, to build up effective farmers’ rights guarantee system is very important to improve rural governance performance.
