The Research Of Local Government Public Service Socialization In Zhejiang Province

Public Service has a public nature, it is a carrier of realizing public interests and meetting the public demand, the special nature of public goods decides that it is a important functions of government. Therefore, for a long time, all supplies and managements of public services are controlled by the governments. But with the improvement and development of the market economy, the government monopoly supply of public services supply system makes many hidden problems and crises exposed. For example, inefficient supply, service quality is not high, the development of financial crisis and slow process. From the beginning of the1970s, the western countries gradually break the traditional monopoly of the supply of public services, opening the era of government reform. The idea of public service socialization began to be effective use and practical, the government began deregulation, all kinds of folk capitals come into public services supply through a variety of socialization ways. Under this background, China’s administrative reform, deregulation,the voice of relaxing control and breaking the monopoly are rising, competition also gradually being introduced into the field of public service, local governments began to explore public Service socialization patterns and practices that suitable for China.Zhejiang is a more developed province in eastern coastal, it is in a critical period of building a moderately prosperous society, building a service-oriented government and building a socialist harmonious society.The local government is actively taking measures to promote the public service system construction and improve the government’s public service. During the Eleventh Five-Year period, with the joint efforts of all levels of government departments in Zhejiang Province, the level of public services has been greatly improved, public infrastructure, social security system, education and service system etc have already made great achievements. As a country’s strong economy and urbanization flagship province, the economic development has drived the improvement of the overall level of public services in Zhejiang Province, especially the exploration and practice of the local government in the public service, widespread in the country’s leadership. Based on this, the study of the local governments’exploration and practice in Zhejiang Province is more typical than other provinces. Based on the new public service theory and the new public management theory, case studies as a starting point to conduct research, the content is divided into five parts. The first part is analysis of the core concepts of the majority of local government, public service, public service to the community and other papers involved, the concept leads us to explore. The second part is the analysis of the ongoing drivers that make the local government to promote of public service to the community according to the truth of Zhejiang province, including the rapid growth in public demand, more comprehensive social development, more developed market economy, a strong sense of participation in civic, government and other strong sense of service. The third part focuses on the development of Changxing County Social Service Center, Yuyao "urban cityscape social management", Hangzhou, community public services for the standardization on the basis of cases and the effectiveness of public services. The fourth part analyzes the problems of the local governments’ public service in Zhejiang Province. The fifth part focused on some suggestions that to improve public service and reduce the problems.
