Researching On The Local Government Purchasing Public Service Problems And Countermeasures

Government procurement of public services is the public finance expenditure within the scope of public services outsourcing to the social organizations,in the form of contracts to complete public services.This kind of government "contract" to "outsourcing" public service rise after the 1980 s and has been carried out all over the world.In 1990 s,China began to implement government procurement in Shanghai and achieved remarkable results.Since then,China's local governments carried out government procurement of public services in the exploration and practice.The Third Plenary Session of the 18 th CPC Central Committee proposed that the government to buy public served as the Central Committee of the CPC Central Committee on deepening the reform of a number of major issues in the decision to achieve the transformation of government functions is an important content of the reform.Government procurement of public services can not only promote the decentralization of local governments,but also reduce the government's direct intervention in the economy in order to improve the efficiency and quality of public service purposes.However,the Chinese government to buy public service is still in the exploratory stage,there are still many problems,such as the weak awareness of government procurement of services,the lack of the total amount of public services,specific legal norms and other issues.In this regard,it is necessary for us to further study the government to purchase public services,and constantly improve the government to buy public service mechanisms to promote economic and social development in an all-round way.This paper analyses China's local government to buy public services from the multi-angle and multi-level.By researching the purchase of public service by foreign advanced government model,combined with China's current construction of a new service-oriented government and accelerating the goal of market economy,the author do the research on the development,practice and achievement of local government purchasing public service in China.On this basis,by studying the actual situation of Shanghai model,Guangdong model and the Wuxi model,the author analyses China'slocal government to buy public service problems and their causes in-depth.At the same time,this papaer also put forward six aspects of suggestions and strategies like the transformation of government functions,perfecting laws and regulations,standardizing the government purchase scope and process,improving the evaluation and supervision mechanism,creating a good market environment and promoting the purchase of form.
