As everyone knows, the pursuit of the reform of the government’s goal has alwaysbeen to improve administrative efficiency, and as the main measure of efficiency,government performance evaluation becomes a hot topic since the1970s. Especially thepublic participation into government performance evaluation process seems to havebecome a trend of social development. However, compared with the traditionalgovernment performance assessment, social participation in the evaluation work isdifficult. Though many places is taking the concept into practice, the evaluation workencountered many problems because of various factors. Such as, assessment methodis not scientific, evaluation procedures are not standardized, evaluation contents andobjectives are not so clear, even the assessment technology lags behind etc. Theseproblems finally caused the evaluation lack of sustained momentum and formalization,which departure from the original intention of government performance evaluation.This paper takes Hangzhou as an example; focus on the institutionalization of socialparticipation in government performance evaluation. The article is composed of fourchapters. The first chapter, is the introduction part, mainly introduces the backgroundand significance of the selected topic, related concepts, theories, and domestic andforeign scholars research on this topic. The second chapter, mainly explain the necessityof institutionalizing from the theoretical and practical significance—the need of politicaldemocracy development, the need to rebuild the credibility of the government, the needto improve the government service efficiency and the trend of the construction ofHarmonious Society. The third chapter, totally introduces us the mode of Hangzhou fromthese aspects: the evaluation principles, the selection of evaluation subject, evaluationobject classification, the setting of the evaluation contents, evaluation methods’ improving and the applying of the evaluation results; and do overall analysis based onthe practice of Hangzhou achievements and problems. The fourth chapter, based onHangzhou’s practice which is a typical successful case, summed up the flow-processdiagram and the general idea on how to realize the institutionalization of socialparticipation in government performance evaluation in China.
