| This article discusses the Villager Autonomy System of China from the perspectiveof Entrust–Agent. After the abolition of the "People’s Communes" System, VillagerAutonomy is the most basic form of community governance and democracy in ruralChina, and it is also a magnificent feat which is created by the vast number of farmers inexploring form of the rural governance. The core organization of the Villager AutonomySystem is the villagers committee. Essentially the villagers awarded village power tovillagers committee through voting, and the committee management affair On behalf ofthe villagers, and it is the actual agent which representatives interests of the villagers.In recent years, the village committee election is widely promoted everywhere.Villagers can be independent for the election of the village "head", and make the votingrights come ture. However, in the process of the practices of democratic election, manyproblems appears, such as the indistinct definition principal qualification, black goldtrading, the principal factions non-institutionalized competition, political indifference,and many others. These problems not only influence the implementation of the principalvoting rights, make the agent fali in representing the interests of the villagers, but alsoinfluences the effect of villagers’ self-government system, and hinder the process ofdemocratization in the rural areas.Based on the data about the results of the election of village committee, in the lightof the phenomenon in the villagers’ election, and in combination with election theoryboth at home and abroad, the author discusses the election dilemma of villagers benefitagent, existing problems and its intrinsic root, and puts forward the correspondingpolicy suggestions from the system, economy, culture and other aspects. It’s aim is to choose the real agent representing the interests of the village, and to provide referencefor reference for rural villagers election work around. |
