Value,Interest,Discourse And Institution:The Study On Structural Strain Environmental Group Events

Since the reform and opening up,under the guideline of taking economic construction as the center,China's economy has developed rapidly.During the course of development,the pattern of interests has been continuously adjusted and the social structure has been profoundly changed.As a strong reaction from citizens to the changes of the country,the repeated occurrence of current environmental group events reflects the existence of certain structural strain in the process of advancing modernization.The Structural strain environmental group events,which are spawned by modernization and the combined effects of value structure,interest structure,discourse structure,and institution structure,belong to one of the important types of environmental group events in China.The strain of value structure manifests in the dislocation and inconsistency of the value objectives of different governance subjects,prompting people to produce negative feelings such as dissatisfaction and social resentment;The strain of interest structure manifests in the high degree of interest differentiation among different social strata and the long-term unequal distribution of social resources which has led to direct conflicts of interest and relative deprivation;The strain of discourse manifests in the people's decreased sense of identity and trust in local governments and Tacitus trap with which government credibility has encountered;The strain of institution structure manifests in the lack of institutionalized political participation of citizens and effectiveness of political participation,leading to an incensement of non-institutional participation.The four structural factors of value,interest,discourse,and institution are modeled in the form of long-term,short-term,and development mechanisms which have a profound impact on the formation,outbreak,and evolution of structural strain environmental group events.As for the formation of structural strain environmental group events,the value structure is the cultural motive;the interest structure is the economic motive;the discourse structure is the psychological motive;the institution structure is the political motive.Different types of fuse have different effects on the intensity of the outbreak of structural strain environmental group events.The mobilization intensity of the interest structure is the strongest,followed by the discourse structure,and the weakest value structure.As for the evolution of structural strain environmental group events,the value structure plays a role in restructuring;the interest structure plays a coordinating function;the discourse structure plays a mobilization function;and the institution structure functions plays a integration function.This paper examines the interaction mechanism of the four structural factors of value,interest,discourse,and institution through the study of the case of Shanghai Jinshan anti-PX project incident In order to change the past situation that has governed environmental mass incidents and on account of backdrop of the governance of structure strain environmental group events must be based on the background of China's modernization,we should combine the features and attributes of various structural elements,optimize the social structure by building a consistent central-local value structure,a balanced structure of urban and rural interests,a discourse structure of the mutual trust between government and people and the democratically effective institutional structure,relieve the structural strain in the modernization process in China,and systematically reduce the occurrence of similar incidents.
