The New Rural Community Dynamic Mechanism Research Of Henan Province

The sixth plenum of the16th CPC Central Committee put forward clearly for thefirst time "to actively promote the rural community construction", points out thedirection for the construction of rural community.，the Fifth Plenum of the17thCentral Committee of the Communist Party of China made clear further speeds up thesocialism new rural construction, and speed up the formation of integration of urbanand rural economic and social development of the fundamental direction and strategictask.18th CPC National Congress further put forward the "four modernizationssynchronization", the integration of urban and rural development. The new ruralcommunity construction is accompanied by the emerge as the times requireconstruction of area of Central Plains economy rose to national strategic situation. In2010, Henan provincial Party committee puts forward to “urbanization threedevelopment”，the new rural community construction as the starting point toaccelerate the process of urbanization, as a key measure to push forward theconstruction of the economic zone of Henan Province， in2012, the construction ofthe pilot implementation of Engineering Center of town and village, with the policyfor the lead, and steadily push forward the model the construction of rural community.By the end of2012, Henan province launched new2300rural community pilot,completed a total investment of63.15billion yuan.Pratice shows that the new type of rural community construction brings out itsadvantages in promoting the development of efficient argiculture，promoting urbanand rural integration and the economic development of Central Plains，Henanprovince is an agricultural big province，the population is large in rural areas，thesignificance of new rural community construction is beautifully. In this study，I takeseventeen new type of rural community construction in Xinxiang，Anyang，Luoyang,Kaifeng these four Cities as an example，on-the-spot investigation and visit，Icollected286effective questionnaires，In this study, the dynamic model of ruralcommunity construction as the main line，this first part introduces the background and meaning and the research foundation of the new rural community construction,thispart also introduces the research status at home and abroad；the second partintroduces the structure of the dynamic mechanism in the new rural communityconstruction and the relationship betwwen them,thia part also specifys the impact ofthe dynamic mechanism；the third part introduces the status and problems of the newrural community construction dynamic mechanism in Henan province，the part ofstatus includs the conclusion of various stituations in Henan province aronud，thispart also rasearch the lingkage effect of dynamic factors,the problem parts illustratesthe farmer main participation in force，the enterprise industrial driving force，thegovernment support；the fourth part provides some proposal of the new ruralcommunity construction based on the previous analysis.
