The CPC17th National Congress proposed "Science has taught" social construction of target and "Building a universal learning, lifelong learning, learning society" In addition to formal school education, community education is essential to achieve this goal the carrier and platform. Residents waiting for life as education, community education concept, operations and community education teachers directly determine the function can be realized.Current our country community education is developing rapidly, and has formed a relatively stable pattern of urban community education and the rural community education pattern, however, now Chinese scholars had less research of new rural community education pattern under the background of the urban and rural plan as a whole new rural community education has its own characteristics under the background of the urban and rural plan as a whole, and there are both connection and difference compared with the urban community education and community education in rural areas. The chengdu city attaches great importance to the new rural community education under the background of the urban and rural plan as a whole. As the basis for the development of community dynamics,community education plays an important role in the development of the new rural community.
