New Rural Community Public Service System Construction Effects Evaluation Of Wenjiang District

New rural community is formed in the process of urbanization and urban and rural integration. It is a living community in between the traditional rural community and city community where new farmers lives in the form of concentration. The new rural community construction is an attempt to solve the problem of the urban-rural equalization of public services, and it result in the farmers out of the traditional rural life into the new close city community living environment. It is a big change to the original rural residents. How to enable farmers to adapt to this change, to adapt to the new living environment is a problem that must solve as soon as possible. Community public service launch directly to the community, it is key to community residents to develop a sense of belonging and identity. It is very necessary to research social management and public service of new rural communities. Wenjiang District is a typical area due to have built more than fifty new rural community. How to establish a new rural community public service system has become a major issue to Wenjiang. In view of this, this paper carries on the appraisal to the efficiency of rural community public service system of Wenjiang, and carries on the problems and the causes. The study makes realistic significance to the improvement of public service system in Wenjiang new rural communities.Above all, this article makes a theory on how the theory of public goods, the new public management and new public service effect on the new rural community construction based on the relevant literatures in home and abroad. Then I reach four ideas that will be beneficial to the study. Then I reach four ideas that will be beneficial to community public service system.(1)The community public service is a public product, it need the government to become the main supplier to make decisions and then give sufficient rights community service organization.(2) The selection and decision of community public service should be matched with the willingness and demand of local residents.(3) Community service institutions shall update the internal management concept to citizen oriented, introduce enterprise management mode, pay attention to the interests of the citizens and the thought of democracy, encourage public participation.(4) It provides the oretical basis for evaluating the community public service system.Secondly, this article focuses on the empirical research according to the results of a questionnaire survey and interviews. The main contents include the historical process and the current situation of public service system in Wenjiang new rural communities, and evaluation index system from the perspective of the residents. And then the paper make the descriptive statistical analysis according to the questionnaire, the comprehensive evaluation based on AHP and the multi-community comparative evaluation based on entropy.Thirdly, based on the above theoretical analysis and empirical analysis, the paper summarizes these following problems:Human resource development is not in place; supplies of some public services are not in place; public service efficiency needs to be improved; the supply of public services and infrastructure do not march the residents demand particularly. There are five main reasons for the problems:(1)The concept of community and administrative have been confused, it causes that community service organizations and service staff lack initiative.(2)The information channel is not smooth. (3) The residents have no strong awareness to join in community public service. (4) The civil community public service organizations do not work enough. (5) The old-fashioned internal-management philosophy of public services is foot-dragging.At last, according to the problems and the present situation, the paper suggests that we can establish an exchange-learning platform for local community public service and improve the region’s community public service system, and we should learn the experience of Riquan community. Make the localization of the community clearly; get out of the negative effect of the tendency of administration. It is necessary to create conditions to guide residents to participate in community public service. Standardize and support the civil community public service organization. And update internal-management concepts of community service organization, improve the community public service professional level.
