Research On The Dilemma And Outlet Of The Linkage Mechanism Of Group Events From The Perspective Of Game Theory

Mass incidents occur more frequently and become more complicated in a new situation.The resolvement objectively demands that the government establishes the linkage mechanism to coordinate different departments.However,government departments characterized by bureaucracy work independently.When the mass incident happens,they lack of consciousness of general situation and often conflict with each other in time,energy,finance,and interests.It results that different departments game and the linkage mechanism cannot work properly.Therefore,this article discusses how to avoid the phenomenon of intergovernmental game in the linkage mechanism of mass incidents.Collecting the typical cases and experience about occur,by leadership and staffs in Xixiangtang district of Nanning.The intergovernmental game features is that governmental tend to hand obvious and family business in the case of conspiracy.The Xixiangtang district in Nanning governments management advice was raise in other parts of the linkage mechanism experience at home and abroad.The thesis is divided into four parts.The first part is the introduction.It not only introduces the origin,purpose,research design and related literature of the research,but also points out the innovation and deficiency of this research.The second part discusses the space of the intergovernmental game.It analyses the reason why the intergovernmental game happens from three aspects of the collective logic in institutional environment,interest tendency of rational persons,and the establishment of social network.The third part discusses the intergovernmental game in linkage mechanism of mass incidents,conbined with the case of Nanning Xixiangtang District.Firstly,it introduces the type of intercourse game in the linkage mechanism of group events,and then analyzes the process of intercourse game.Finally,the three cases reflect the performance of the intergovernmental game and the experience of them.The fourth part is to propose specific recommendations for Xixiangtang Nanning City of Intergovernmental Management.First of all,showing the characteristics of intergovernmental game of the linkage mechanism of group events of the district;And discusses the international cooperation has been with the objective conditions;And then combined with other regions of the linkage mechanism experience,put forward three policy recommendations:One is to refine the "mandatory agreement",improve the linkage mechanism;the second is to simplify the organizational form,strengthen the party committee and government on the "common knowledge" management;third is to build the coordination mechanism of intergovernmental game mechanism to strengthen the requirements of party members and cadres.
