Under the authority regime, the transparency of politics was very weak and werenot guaranteed. Most political information public exposed to was positive genres as itsappearance. It was very serious that people lacked the critical awareness of democracy.As ICT develops, new media springs up and gets its dominant place. People graduallyget the right to use media and the access to send and receive mass information. Underthis developing situation, the transparency of politics becomes better and the full imageof government is emerging. People’s critical awareness of democracy improves.The new media’s attributes of autonomy, interactive mode, fragmentation ofcommunication and viral spreading play more and more important role in people’spolitical participation. New media technology starts to affect politics, economy, cultureand every aspects of society. It is constructing new societal mechanism, public domainand culture. This process includes brand new deduction and extension and graduallybecomes important factors change governance, public communication anddemocratization.This dissertation analyzed new media’s impact on the construction of governmentimage. It puts government image into system of society. Through the deep analysis ofconstruction of public domain, fragmentation and discourse abruption, lacking ofgovernment image and entertaining, this research explained the inner relationshipbetween new media and construction of government image.Besides, this research studied the game between government and the publicduring crisis communication and public communication. From which, this researchdeduct the feasible mechanism between the two game process. This argument analyzedtypical cases happened in China.At the end of this dissertation, I extended the study of new media and governmentimage construction with the perspective of culture. The conclusion is that new mediaconstruct a culture of transparency which deepens the research.
