As the old Industrial base and largeagricultural province, in addition there are many restructured enterprise, thehistorical burden is heavy, the realistic contradiction and the problems left byhistory interweaves mutually, Heilongjiang Province has been the area where groupincidents frequently happen. Without doubt, the group incidents has become theantagonism factor that influences political stability, the economic development andthe social harmony, it is also the important issue for government to directly face andsolve when they carry on the public administration.This article embarks from the reality of Heilongjiang Province, utilizing themethod of unifying the qualitative and quantitative analysis, the political systemtheory, the policy agenda and so on, analyzing the characteristics in provincialgroup incidents which include frequent occurrence, wide participates and easyoccurrence in the sensitive time along with the case, to the certain extent, groupincidents has affected the provincial social and political stability, harmed the imageof the Party and government, hindered the building of order consciousness and legalawareness of the crowd, delayed the reform advancement, and easily used by thehostile forces. The reason of our provincial group incidents includes that the way ofexpressing and requesting is impeded, the crowd have the feeling deprivingrelatively, the pressure system structure and the crowd s crisis of confidence onthe basic unit of government and so on. The process of preventing and controllinggroup incidents exists some questions which include the malfunction of warningand monitoring, the failure of prompt and accurate characterization, theconcealment of information, the weak capability of quick reaction, the personnelquality are not meet the job requirement as well as the management of handling theaftermath of incident does not sufficient. In this article the author considers that thegovernment may prevent the occurrence of group incidents from the source in thefollowing several aspects: unblock the public opinion expression mechanism, giveoverall consideration of the benefits of various aspects, improve the policy-making quality and enhance the public reliance of government. In the disposing process theauthor advises that the government should put the crisis management theory intoconsideration, strengthen the monitoring, establish and perfect the emergencymechanism, improve the response of group incidents, strengthen the ability ofproperly handling the aftermath of incident, and the author also anticipates that theconclusion of this article will provide references to positively prevent and properlyhandle group incidents.
