With the progress of institutional reform in China, the research organizations in manypublic institutions, have been restructured and transformed into enterprise, or in the progress ofthe transformation into enterprises. For the scientific research public institution, which is in theprogress of the transformation into enterprises, or the research organization, which has beentransformed into the enterprise, the reform of the salary system, as the one of the most importantpart of institutional reform, seems more urgent.In the compensation management system of the domestic and overseas enterprises, themanagement models of performance and posts were adopted very early in order to improve staffmotivation and working efficiency. And it is also one of the most important part of manymanagement measures in the development of enterprise. In the beginning, the managements ofperformance and posts were classified the human resource management system, and this is anobvious style of human resources management. Today, the management models of performanceand posts have been developed into a more mature management system, frame system andtechnical system.In the progress of the transformation into enterprises, by means of refering tothe more mature salary management system of the enterprises and combining with institutionalown characteristics and realities of situation, the scientific research public institution canestablish the salary management measures, which accord with the unique feature of theinstitution and have very high feasibility.The subject of this dissertation is to research the reform of salary management system ofresearch orgnizations in the public institutions, which have been transformed into enterprises,and study how to promote and encourage the workers’working creativity and positivity after theresearch orgnizations have been transformed into the enterprises,and then, the researchorgnizations can adapt to the market rapidly and involve in the fierce market competition.In this issue, through analysis of the basic elements of management salaries and therelationship between the various elements of compensation management system, after theresearch orgnizations in the public institutions have been transformed into the enterprises, thecord of the salary and welfare system is the perfomance and posts management. Taking the NYinstitution as the exampple, based on the inner management system of the research orgnizationafter the process of transformation into the enterprise and conception that the performance salarysystem management is introduced into the morden scientific research orgnization, my paper is toprobe how to conduct the performance management efficiently. and through analyzing theproblems existing in the salary management system in NY institution, the implementation plan,which is to improve the salary management system,is established. It can provide guarantee forrealizing modernized struction of the scientific research institutions.I hope that we should probethe improvement of the salary management of other institution. Meanwhile,we can provide thereference of the salary welfare system reform for other institutions, which prepare thetransformation into the enterprise or in the progress of the transformation into the enterprise.
