The report of the 19 th CPC national congress pointed out that we should "build a pattern of social governance which is jointly built,jointly governed and shared by all" with the change of the principal contradictions of society.At the congress to celebrate the 40 th anniversary of reform and opening up,general secretary Xi Jinping further stressed social governance and social order which indicating the direction for the continued development of social governance and putting forward higher requirements.As an important model for multiple governance bodies to participate in social governance,cooperative governance model creates a good governance environment for the government to cooperate with public welfare organizations.Cooperative governance activity is actually the process that government cooperates,competes,communicate,and interact with other governance bodies at the same time.As independent interest bodies,each subject must has corresponding interest appeal.Therefore,the interaction between the subjects is essentially a game of interests,and cooperation is the win-win strategy choice of the both sides in evolutionary game.It's an important issue to be solved urgently that how the government cooperates and games with public welfare organizations in the field of governance to solve the problems in cooperative governance and what kind of participation mechanism should the government establish to improve the level of social cooperative governance.Firstly,this paper sorts out and summarizes the existing theoretical research achievements,and expounds the advantages of public welfare organizations and cooperative governance.Moreover,the characteristics of dynamic game behavior between the government and public welfare organizations are grasped,the income payment matrix and the replicative dynamic equation of the both parties in the cooperative governance game are determined,and the evolutionary game model of cooperative governance between the government and public welfare organizations is established.It is clear thatcooperation is a win-win strategy choice,so it is feasible for the government to promote cooperative governance.Secondly,this paper choses the example that government cooperates with Beichuan big fish youth welfare development center(hereinafter referred to as the "big fish welfare"),using the evolutionary game model to deeply analysis the evolutionary process of cooperative governance between the government and public welfare organizations,which is the evolution from independent activity,one-way cooperation to two-way cooperation.While summarizing the achievements,there are still some problems in the cooperative governance between the government and public welfare organizations,such as imperfect system criterion and low cooperative profit,inappropriate organizational environment and high cooperation cost,weak public welfare organizations and low-level cooperation.This paper puts forward participation mechanism of cooperative governance according to above problems.First,government should improve the mechanism for cultivating public welfare organizations and enhance the efficiency of cooperative governance between government and public welfare organizations from the three aspects of system optimization,space transferring and social credibility enhancement.Second,government needs to improve coordination mechanisms,including clarifying the relationship between the government and public welfare organizations in terms of their powers and responsibilities,unimpeding channels for public welfare organizations to participate in cooperative governance,and innovating cooperative forms between the government and public welfare organizations.
