Research On The Evaluation Of College Student Village Official Policy

The university student village official policy, proposed by the CPCcentral committee and state council, aims at breaking the talent bottleneckin the construction of new countryside and solving the employmentproblem of current university students. Since the first university studentvillage official entered the village in Jiangsu province in1995, the policyhas been improved continually in18years. A whole set of sound workingmechanism and related system is established. The university studentvillage officials have gradually become the reserve cadre and strategictalent pool of the party.The policy brings new vitality and power to the new countrysideconstruction, breaks the talent barriers between the urban and rural areas,and pushes the reasonable allocation and flow of human resources towards the countryside. It also improves the structure of rural grassrootscadres, and consolidates the party’s ruling basis in the countryside. Ingeneral, the implementation of university student village official policy iswell responded in the society and received by the rural grassroots cadresand people. Although remarkable results are achieved, there are somepractical problems, such as high turnover rate, university student villageofficial identity confusion, subsequent management, training, promotion,motivation, social security, policy continuity, etc., which restrict thethorough implementation of the policy and influence further objectiverealization.In view of this, the author focuses on the evaluation of policyimplementation. Based on related public policy evaluation theory andsurvey data from the university student village officials working inNantong, the paper builds an evaluation index system with S fuzzycomprehensive evaluation method, explores the problems anddeficiencies in the implementation process, and proposed correspondingsuggestions and measures.
