Traffic problem has become one of the focuses of concern of the whole society. Along withthe rapid social and economic development of Tianjin, traffic congestion and traffic pollutionproblems have become increasingly prominent, and the solutions are needed greatly. In recentyears, traffic management policies, including construction of road infrastructure, public transportpriority development, limitation of vehicle ownership and use etc., which aim to adjust the trafficsupply and traffic demand, are proposed gradually to alleviate traffic congestion and improve theenvironment. However, the establishment of traffic management policies is restricted toconstraints of road capacity and environment capacity, namely, the development of traffic policiesis based on the traffic carrying capacity. Traffic policies beyond the traffic carrying capacitycannot alleviate traffic congestion effectively, and may even cause more serious traffic problems.Meanwhile, the effectiveness of existing traffic policies should be evaluated timely, andadjustedand improved timely based on the effectiveness and implementation issues. Research on the trafficcarrying capacity is the basis of the formulation and evaluation of traffic management policies,and also the important prerequisite for the promotion of the healthy development of urbantransport.The paper includes five sections: introduction, the introduction of current traffic condition ofTianjin and its cause analysis, the analysis of traffic carrying capacity, the analysis of existingtraffic management policies and the policies recommendation, and the summary. Firstly, theconcept of traffic carrying capacity is introduced, and the researches about traffic carryingcapacity and traffic policies evaluations at home and abroad are reviewed systematically. Secondly,the traffic problem of Tianjin is regarded as research object, the traffic situations are presented,including the congestion condition, the traffic trip, vehicle parc, trip structure, the status of publictransportation system and the non-motorized transportation system, etc., and the reasons for trafficdeterioration in Tianjin are profoundly explored. Thirdly, the analysis of traffic carrying capacitylimited by the road resource constraints, environmental capacity and urban planning goal isconclude to the traffic carrying capacity of Tianjin.Finally, combining the above analysis, theanalysis and effectiveness of vehicle ownership and use policies are presented, and proceedingform the development stage and characteristics of transportation in Tianjin, the practicalsuggestion are put forwarded with the implementation guidelines of different traffic managementpolicies.We hope that this paper will be a useful reference for the improvement of traffic problem in Tianjin.
